AGENDA

Perception of Power and Truth / Güven Arif Sargın

The author evaluates the relation between power and space through the discourse of the French philosopher Michel Foucault.  In every period of history the governing powers reclaim skills and competence in imposing, inventing and making their own architectural practices and methods of demolition, ruining, re-building and re-organising; functional and in use. The author while highlighting similar examples brought into the agenda of Turkey in recent times leads the reader to a different point of view.


50th ANNIVERSARY OF MİMARLIK

In the issues of the year 2013, where we celebrate the 50th anniversary of Mimarlık magazine, there will be articles covering the ideas and evaluations on the past 50 years, memories related to the magazine, suggestions and visions for the future. For this issue the articles, which contribute to this section, include Arif Şentek, Güven Birkan, Ahmet Sönmez and Levent Aksüt, each of whom undertook positions as the owner of the magazine and editor in chief in the past.

Architects with Sinan Award Programme 2012-2014: Architecture of Erkut Şahinbaş

Erkut Şahinbaş is the winner of the Mimar Sinan Grand Award, of the National Architecture Exhibition and Awards, 2012 /13th cycle. The Chamber of Architects will organize a panel discussion on the architecture of Şahinbaş on 12th April 2013 in Ankara with the participation of Esin Boyacıoğlu, Ali Cengizkan, Jale Nejdet Erzen, Abdi Güzer, İlhan Kural and Ziya Tanalı. The exhibition with a theme of, “Light in architecture of Şahinbaş”, will be viewed in the same venue from 12th to 30th April, 2013. 

EVENT

Edoardo de Nari: Last Architect of the Cosmopolitan İstanbul / Umut Hanioğlu

The exhibition opened in İstanbul Research Institute was on the Italian architect Edoardo De Nari (1874-1954), who was active at the last decade of the Ottoman Empire and at the first twenty five years of the Republic. The exhibition, consisted of the personal archive of de Nari, which was discovered by chance, reveals that he is the architect of many buildings whose architects remained unknown till today. The exhibition can be visited till April 20th, 2013. 

ARCHITECTURAL AGENDA

The Field of Expertise Awaits Architects / Ali Ekinci

The author gives answers to the questions in the justice system, such as what is “expertise”, who is an expert and what are the qualities s/he is equipped with. He further comments on the issues to be considered while designating experts and draws attention to the shortcomings in the organisation of the field so far.

ARCHITECTURE AND POWER

  • “Power Identity” and Courts of Justice Today / Aysu Akalın

In different periods of history people and institutions, which hold social, religious, administrative and economic power in the society pursued their existence and their power through architecture. To serve this purpose the architectural repertoire is mostly being used independent from its actual content. The author assesses today’s courts of justice through the imposing authority and power. 

  • An Inquiry on the Courts of Justice Today / Hakan Sağlam 

The sanctions of almost every ruling government in attempting to determine de facto style is a significant area of debate.  When adopting and supporting an architectural style to self-describe by every ruling government turn to be a legal claim, architecture as a practice can turn to be mere decoration. The author through focusing on the “courts of justice”, which increase in number in recent years, evaluates the search for a new national identity in public buildings together with the interviews with architects. 

ARCHITECTURE

Anthropotecture / Vintilă Mihăilescu

A well-known cultural anthropologist Mihăilescu says that urbanism or architecture cannot be regarded as the only field where we search for solutions to the problems encountered in daily life; especially in the field of housing, there is a need for expertise in other fields and cooperation with the users. He stresses that the house is not a pre-shaped functional structure but is a process of dwelling within a building and therefore it needs to be given back its social role within the society. 

FROM RURAL / CITY

Ankara Gazi Neighbourhood / Elif Selena Ayhan

Gazi neighbourhood, in the city centre of Ankara, is a settlement planned close to the railways for workers to reach with ease. The author considers the course of the planning process from the time the neighbourhood was planned till today in three phases. The transformation of the neighbourhood, having a symbolic meaning for Ankara due to its user group, settlement strategies and residential fabric, threatens not only the physical and social profile, but also the unique character of the settlement. 

COMPETITION

Founder of Turkish Republic of Northern Cyprus (KKTC) Rauf Raif Denktaş Mausoleum and Museum International Architectural Competition

The competition aimed to achieve projects for the design of a mausoleum and a museum, which will symbolise the continuous struggle for freedom and equality of Turkish Cypriots for half a century both on national and international platforms, and to keep in the memory of the founder of Turkish Republic of Northern Cyprus (KKTC) Rauf Denktaş, and convey it to future generations. 100 projects were submitted to the competition among which 3 awards and 5 equivalent honourable mention awards were given. 

ARCHITECTURE AND CHILDREN

Architecture and Children... An Escape or a Hope? / Simla Sunay

In order to arouse the interest of children towards architecture, various workshops based on original ideas are started to be organised in recent years.  The author focuses on stimulating and eye-opening workshops and events held for children, both in our country and in different countries.

ARCHITECTURAL CRITICISM

Assessment Criteria of the Conservation Practices towards Industrial Heritage and Terkos Pump Station / Emel Kayın

The author defines a theoretical frame to the transformation projects of the industrial structures and settlements, which have lost their original function, and are planned to gain a new use. In the scope of the discussion she evaluates the project and application process of the Terkos Pump Station, which was transformed to function as the İstanbul Water Civilisation Museum, and also is the winner of award in “Preservation-Revitalisation” category of the 2012 /13th cycle of the National Architecture Awards.

PRESERVATION REVITALISATIO N

A Re-Functioning Example in Barcelona: How the Historical Arena Turned into a Shopping Mall? / Füsun Seçer Kariptaş

Following the banning of bullfighting in Spain, most of the arenas fall out of function in the country. Located at one of the Barcelona’s central squares, Spanish Square, the first bullfight arena of the city, built with a capacity of 14 thousand people, Las Arenas Barcelona, re-opened as a shopping mall in 2011 after a preservation project. Even though it was appreciated by citizens and tourists, this re-functioned arena is mostly criticised within the architectural platforms.  

RURAL ARCHITECTURE 

  • İzmir Rural Area Houses / Tonguç Akış, Ülkü İnceköse, Selim Sarp Tunçoku, Adile Arslan Avar

“İzmir Rural Settlement and Architecture Inventory” project was carried out under the authority of İzmir Provincial Administration, comprised a total of 416 rural settlements with a special focus on 27 settlements, which have outstanding qualities. The outcomes of the project were published in a 6-volume book set in 2012. The authors, who conducted the project, summarise the outcomes of this comprehensive study, which covers analysis on rural area houses in İzmir, for the journal.

  • Kahta Region “L-Hilani” Buildings as an Interpretation of Historical Continuity in Rural Architecture / Alev Erarslan

“Bit-hilani”, is a common building structure in civil architecture in Anatolia, Syria, Palestine, Western Iran and Mesopotamia during the Iron Age. The author asserts that this plan type continues to survive holding to particular properties in the rural architectural examples of Adiyaman’s Kahta Region in our country. It is observed that even in the new housing examples same plan type is preffered in the region. These housing examples, which are local interpretations of historical hilani type buildings, are examples of commitment to historical roots.

ENVIRONMENTAL ARCHITECTURE     

Soundscape Concept and its Contribution to Urban Acoustic Comfort / Aslı Özçevik, Zerhan Yüksel Can

“Soundscape” as a new concept, is the auditory translation of the term “landscape” in English. The authors evaluate on the effects of various sounds subject to auditory perception, such as the sea sound as “background noise”, steamboat whistle as “foreground sound” and the call to prayer as “symbolic sound” to urban acoustic quality in urban spaces of İstanbul.

PUBLICATION REVIEW

To be on Poster, 1963–1980: Graphic Adventures of the Left Wing / Çetin Ünalın

The book titled as “To be on Poster, 1963–1980: Graphic Adventures of the Left Wing” was released due to the 30th anniversary celebration of İletişim Publications. According to the author the book reveals the struggle and creation story of the “left” and their rising claims for democracy, freedom and independence from 1960s onwards in the rebellion atmosphere, which was attempted to suppress with interrogations, imprisonments, tortures, arrests, deportations, executions, military and civilian coups.

Participatory Design / Rüksan Tuna

The architect Alejandro Aravena, has made a social housing settlement in a slum neighbourhood in Santiago, Chile with a budget of 10 thousand $ per household. Instead of small shelters, larger spaces, which meet the basic needs, are designed to be completed in future by the families. The structures have electricity, water, roof, windows and frames. The answer to the question whether the families prefer a private bathroom or a hot water, was given as; bathroom. This answer conveys the importance of relations between space, people and architecture through a simple example.
